General Statement Of Duties:
The QA/Testing Lead will develop and establish quality assurance standards and measures for the Information Technology Services (ITS) division within the Colorado Judicial Department.  This position will establish separate testing procedures for each platform and determine formulas unique to each development platform that identify the rough quantity of QA/Testing hours required for use in the determination of the overall project level of effort as identified in the Project Intake Process.  Duties include working with their team members to write test plans and scripts for tracking defects and fixes for application development, solution implementation and other projects which impact business critical functions.  The QA/Testing Lead will apply proven analytical and problem-solving skills to help validate that solutions created by IT will deliver the expected capabilities without negatively impacting other systems or data through careful testing in order to maximize the benefit of business investments in IT initiatives.
Distinguishing Factors:
This classification is distinguished from other QA Analysts and Testers in that it may have supervisory responsibilities for a minimum of 3.0 FTE, which may include the scheduling of staff, providing direction and instruction to staff concerning operating procedures and policies necessary to achieve division objectives, and the development and implementation of quality assurance and testing strategies.
Essential Functions Of the Position:
Develop and establish quality assurance measures and testing standards for applications, products, and/or enhancements to existing applications throughout their development/product lifecycles. 
 
Analyze documentation and technical specifications of any application under deployment or consideration to determine its intended functionality.
 
Lead the development and implementation of quality assurance measures and testing strategies for all applications and products created or supported by the Judicial Department.
 
Evaluate the use of testing tools, drives adoption and seeks opportunities to leverage test tools for greater organizational efficiency.
 
Create and execute test plans and scripts that will determine project compliance according to the identified specifications.
 
Ensure testing activities force applications to meet business requirements and systems goals, fulfill end-user requirements, and identify existing or potential issues.
 
Collaborate with software/systems personnel in application testing, such as system, unit, regression, load, and acceptance testing tasks.
 
Test any new software to ensure integration into Judicial Department systems meets functional requirements, system compliance, and technical specifications.
 
Assist in the development of change control processes, practices, and guidelines for new and existing technologies.
 
Participate in developing, distributing, and coordinating in-depth end user reviews for modified and new systems or applications.
 
Serves as the final quality control point for all automated and manual testing scripts, as well as software documentation; coaches assigned staff with testing strategies and standards, including automated testing technologies.
 
Prepares reports, recommendations, or alternatives that address existing and potential areas of improvement in the Judicial Department’s quality assurance processes.
 
Coordinates hardware and software upgrade testing efforts with the Product Owner and other teams within ITS.
 
Attends meetings as required.
 
 Performs other duties as assigned.
Supervisor Responsibilities:
May have supervisory accountability for other employees.  Plans, coordinates, and implements strategies for the team.  Duties include training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance appraisals and provides input into, and participates in, the disciplinary, dismissal, and hiring processes. 
Minimum Education:
Graduation from an accredited four year college; or four years of experience as an ITS Analyst within the Colorado Judicial Department, or six years of IT supervision outside the Colorado Judicial Department.  Additional work experience in these or other related areas may be substituted on a year for year basis for the required formal education.  Manual and automated software testing experience is required; Experience working in Agile environment is preferred. Industry standard QA certifications (i.e. ISTQB, QAI) are preferred.
Physical Demands:
While performing the duties of this job, the employee is regularly required to talk and hear.  The employee is frequently required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers.  The employee is occasionally required to stand and walk.  The employee must occasionally lift and/or move up to 25 pounds or more.  Specific vision abilities required by this position include close vision, color vision, depth perception, ability to adjust and focus, and the ability to see clearly at 20 feet or more.
Work Environment:
Frequently handles emergency or crisis situations and may be subject to varying and unpredictable situations and work hours.  The employee is subject to frequent interruptions, multiple calls and inquiries, and may occasionally handle absentee replacement on short notice.  The noise level in the work environment is usually moderate.  Evening and weekend work may be required to support software application deployments.  Occasional travel may be required.
